August Meeting between Malta, Italy and Libya

A meeting will be held in August between representatives of the governments of Malta, Italy and Libya, Italian Minister of the Interior Giuliano Amato said on Friday.

This meeting will be to prepare for the coming conference between the European Union and the African Union.

The August summit, the Italian minister said, will focus on immigration in the Mediterranean.

The Italian minister squarely blamed Spain for the recent increase in illegal immigrants crossing over from Libya.

Speaking during a press conference at the office of the Prime Minister, Palazzo Chigi, Senator Amato said that Spain has recently succeeded in stemming the flow of Moroccan refugees by patrolling the sea of Mauritania and the closure of certain African areas.

As a result, the Italian minister added, Morocco, Senegal and other countries have pushed the flow of immigrants from Morocco to Spain.

It is not a coincidence, he added, that of the 2,000 immigrants who landed in Italy in the past two days, 700 are Moroccans, double that of any other group.

The European Commission vice-president, Franco Frattini, has meanwhile announced that joint patrols in the Mediterranean may start as early as next month.

In a letter sent to Sen. Amato on Friday, Commissioner Frattini said the head of Frontex together with a team of experts will soon visit Lampedusa to see what concrete help can be given to the Italian government.

One possible initiative, suggested by Italy, is a joint patrol between Italy, Greece and Malta of the seas from Lampedusa and Malta to the central and eastern parts of the Mediterranean, touching Greek and Libyan waters. Later on, the mission may be extended to other countries as well.

Mr Frattini also responded positively to two other Amato requests: EU help for the repatriation of illegal immigrants and forceful talks with Libya.

The German Ministry of the Interior has announced it is sending two frontier police experts to Lampedusa to help the local authorities with the flow of illegal immigrants.

Italian relations with Libya are bedevilled by Libyan demands for compensation for the Italian occupation between 1911 and 1943.
