Government to launch digital citizen charter, clarifying rights and responsibilities of digital user

The government is currently working on compiling a digital citizen charter, Parliamentary Secretary Jose said during the Commonwealth Cyber Security Forum 2015 in London. The charter will be clarifying the rights and responsibilities of the digital user.

The charter will be based on 9 pillars, including digital access, digital literacy, digital etiquette, digital law and digital security.

The Parliamentary Secretary was invited to address several telecommunications authorities and take part in discussions with a number of experts, including the executive chairperson of Internet Watch Foundation, the chairman of the regulation authority in India and the leader of the Child Safety Online agency.

He said that Malta has not held back to ensure a technological infrastructure, saying that technological advancement has brought along new challenges particularly for those who are socially excluded and uneducated, noting that  basic digital skills are required for most jobs today.

Through a number of educational campaigns including Enter, Be Smart Online and #StopHate Campaign, the government is doing its best to raise awareness. 3,000 people participated in Enter and the same amount will do so this year.  Other educational campaigns focused on cyber bullying and cyber harassment.

Another challenge is reducing the gap between the technological skills of young people and their parents.
