PM requests review of legislation governing safety at public events, report to be drawn up

Prime Minister Joseph Muscat said that he had requested Civil Liberties Minister Helena Dalli to order a review of current legislation and regulations governing safety at public events.

The announcement came via the Prime Minister’s Twitter account.

He said that the decision was taken after the Paqpaqli ghall-Istrina accident was discussed during a Cabinet meeting earlier today.

Issuing a statement soon after the PM’s tweet, Civil Liberties Minister Helena Dalli said that she appointed Mark Gauci, chief executive at the Occupational Health and Safety Authority, to evaluate the current laws regarding health and safety at public events.

This evaluation must be carried out without considering the Paqpaqli event – which the ministry did not specifically mention in its press statement.

The evaluation must include: the legislation in place; the responsibility of the organizers, the role of government entities that are involved and the needs to issue permits, authorization and licences, apart from other conditions that need to be imposed.

This exercise must lead to concrete proposals aimed to improve the legislative base and develop the necessary structures to safeguard public health and safety.

Experts in the field will be encouraged to take part in the exercise, which must be completed by the end of the year.

Twenty-six people were injured, five of them critical, after a Porsche supercar careened onto the crowd during the event which was held at the Malta International Airport last Sunday.

Only one person now remains in critical condition.
