The government's Solar Farm Policy will not allow for solar panel clusters to be placed in protected areas, Prime Minister Joseph Muscat said.

Answering a parliamentary question put by fellow government MP Godfrey Farrugia, Dr Muscat said that the police will give a detailed outline of where such farms can be built, how they should be designed as well as filling the current policy vacuum. The policy identifies large buildings, industrial zones, quarries and landfills as the ideal sites for such farms. Dr Muscat also pledged that they will not be placed in protected areas and that they must have a minimal visual impact.
