Speaker Anglu Farrugia disagrees with Fiscal Union during Conference of Parliamentary Speakers

Speaker of the House, Anglu Farrugia, disagrees with the Fiscal Union and emphasises that Unions should not lead to the loss of sovereignty of EU member states. This was during the Conference of Parliamentary Speakers of EU Member States which is meeting currently in Luxemburg while it spoke about its second topic on the agenda, the strengthening of the EU.

The main speakers who opened the debate on the subject were Italian Speaker of the House, Laura Boldrini, Vice President of the European Parliament, Mairead McGuinness, the Speaker of the Polish Sejm, Marek Kuchcinkski and the Speaker for the French National Assembly, Claude Bartolone.

In his intervention, Dr Farrugia remarked that the problems which the EU is facing today cannot be avoided with a federalist system or with higher levels of integration. He gave an example of the ongoing debate on Fiscal Union and he expressed his disagreement with Speaker Bartolone who said that, for one to address financial issues in Europe, we need a Fiscal Union.

Dr Farrugia also stated that being more European does not imply a step towards federalism. This might lead to repercussions for Malta in light of the disposition to neutrality in the Maltese Constitution. He also didn't hesitate to speak about certain measures which were indicated could also have other negative effects for small nations in general.

Malta has, in fact, presented a number of amendments to the conclusions proposed within the conference which reflect these worries. Dr Farrugia concluded his intervention by saying that further Union must not directly imply a loss of sovereignty for member states.

During the meeting, there was reference made to the declaration which was signed in Rome in September 2015 by the Speakers of the Italian House of Representatives, the French National Assembly, the German Bundestag, and the Luxemburgish House of Representatives entitled, "Greater European integration: The way forward".

This declaration spoke of further unity to address issues being faced by the EU. There was also mention of the distance felt between the younger generations towards the EU; therefore the need for the Union to become more relevant in everyday life was also called for.
