Parliamentary Secretary for Local Councils Stefan Buontempo said that local council secretaries must be the backbone of good governance.

Speaking at the presentation of certificates of appointment to 60 new secretaries, Dr Buontempo said people holding responsible positions must be the first to give an example of how matters have to be tackled.
