Beppe Fenech Adami CapitalOne investigation likely to be published in 'coming days' - PM

Prime Minister Joseph Muscat does not expect the CapitalOne inquiry, which deals with a report that the Malta Police Force stopped investigations when PN deputy leader Beppe Fenech Adami's name came up, will take weeks to be published.

In comments to The Malta Independent, Dr Muscat said that it is more likely to be days. 

He also added that his office is awaiting advice on how to proceed from the conclusions of the investigation before publishing.

"We are in the process of fetching the necessary advice. I think that when it will be published, it will be evident why advice is being sought. There are a number of issues for a person responsible of Malta's institutions to consider, so I can't publish for the sake of it.

"Once I am satisfied that I have the necessary advice on the way forward, that satisfies all the questions I have right now, then I will publish.

"We will not be waiting for the right political moment," he said.

Dr Fenech Adami told The Malta Independent that he would like the Prime Minister to publish the report now.

It was reported that Baltimore Fiduciary Services Ltd (in which Beppe Fenech Adami was a director) acted as the nominee company which held CapitalOne's shares. Maltese police were meant to be looking into the banking transactions of CapitalOne in response to a call for assistance by the Dutch police. CapitalOne is a company connected to Robert Soogea, a Dutchman whose property was searched by police in a drug raid. It was also reported that the Dutch police were frustrated that Maltese police did not pass on all evidence connected to banking transactions by CapitalOne.

Dr Fenech Adami had previously declared in his deposition at the PANA committee that he had not formed part of the country's executive and had not been a minister or Parliamentary Secretary between 2008 and 2013. He said that in 2010 he was appointed by the Prime Minister as Parliamentary Assistant in the Ministry for the Interior.

This, he said, was a parliamentary appointment, not an executive one, "and at no time during this appointment did I exercise any sort of executive power". It had been previously reported that Dr Fenech Adami was a non-executive director of the fiduciary services company Baltimore in 2008, when he served as legal adviser. It was also reported that he stayed on as director when Richard Abdilla Castillo acquired the firm, and then resigned on 17 January, 2014.
