Autocratic rule in China and Russia

Autocratic rule in China and Russia is on the cards as these two powerful countries slide back into dictatorship. The news that China's Communist party intends to abolish term limits on the Chinese presidency – clearing the way for Xi Jinping to stay in power indefinitely – is of grave concern indeed because it underlines the danger that one-party rule can slip into one-man rule.

This is not a model that has worked well for China and Russia in the past.

China's powerful leader since Mau Zedong, leader of the1949 Communist revolution, is planning to scrap the two-year term limit for the presidency and therefore much will depend on how Mr Xi Jinping uses his immense authority. President Putin too intends to stay on in power, and will certainly win another stage-managed presidential election this month.

Auto rule in China and Russia will most certainly present a distinctive set of challenges to the US and to Europe. Although Mr Xi has repeatedly said that Beijing does not intend to export its political model to the rest of the world, his government is already promoting the idea of a 'China solution' in an apparent attempt to foster prosperity in the developing world.

Modern China under Xi is presenting an impressive face to the world. But it is also an expert at repressing discussion of threatening internal problems – from regional tension in Tibet and Xinjiang, to weaknesses in its financial system.

One thing remains as clear as crystal: Xi's and Putin's power grab demands a clear western response. This is a reality and this reality is an urgent challenge that the West should strive to develop a coherent and consistent China strategy that prioritises core interests such as reciprocity in cross-border investments, and defence of its political systems against potential Chinese and Russian interference.
