Renewal of fireworks licences to require mental health checks

The renewal of fireworks licences will require more checks, including checkups related to mental health, according to amendments being proposed through the Explosives Ordinance (Amendment) Bill.

Speaking during in a Parliamentary session, Minister of Security and Home Affairs Michael Farrugia confirmed that the current law lacks certain checks when it comes to the renewal of fireworks licences.

Farrugia explained that certain parameters are in place when one first applies for a licence, but are not there when they renew their licence. These checkups include, for example, checks related to mental health issues, criminality, and medical issues.

Furthermore, the amendment will also include the notion of ensuring all fireworks factories have clear roads to and from the factories. Farrugia emphasised that a road needs to exist so that in the case of emergencies, emergency services can easily access the factory.

Speaking for the Opposition, PN MP Beppe Fenech Adami agreed with the amendments proposed. Adding that even the importation of materials used for fireworks should be monitored to ensure they are of a good quality.
