White Rocks land deal still in limbo

Jeremy Micallef Sunday, 5 August 2018, 09:30 Last update: about 7 years ago

The Government and the White Rocks Development Consortium (WRDC) have still not reached agreement on the value of the former holiday complex site.

The situation has not changed since May, when The Malta Independent on Sunday reported that the technicality being haggled over was whether or not the project should be classified as 're-development', since it will be built on the site of a previous development.

When this newsroom raised the issue with Minister for the Economy, Investment, and Small Businesses Chris Cardona, he confirmed that the parties "have not registered any progress" in the last three months, pointing out that the "right conditions" and the "right price" were important when dealing with public land.

450,000 square metres of questions

The site in Baħar ic-Cagħaq covers an area of 450,000 square metres, which includes the complex built by the British Forces in the 1960s, and must be entirely funded by WRDC due to them not being eligible for any additional funding from the EU or the government.

The development of the site was initially attempted back in 1999 by the then Nationalist government, but failed to gain any momentum and was put on hold. In 2010 there was an attempt to develop it as a sports village but, again, this did not gain enough interest.

The land is also scheduled as a 'Natura 200' site, and any areas of archaeological and/or historical value would be given priority in terms of conservation, with high quality landscaping being a must in any proposal.

The facts as we know them

This newspaper reported last January that the WRDC had reached an agreement with the government over the planned development of the Pembroke site. This was primarily described as a mixed-use complex, which would include a seven-star luxury hotel along with leisure, hospitality, residential and commercial units.

WRDC had also said that large portions of the site would be dedicated to public space, including a 100,000 square-metre garigue heritage park, public access to the shoreline and coastline restoration. The investment for the land in question is expected to total €400 million.

MaltaToday reported that €25 million was the offered amount for White Rocks land by the WRDC, in spite of it panning to make €400 million from the project.

Minister Cardona has emphasised the benefits the project would have on "Malta's thriving economy and tourism industry", further explaining that "this is an extensive project, and consequently the government, in cooperation with the Privatisation Unit, is committed to negotiating the best possible deal to ensure that this site, which for many years has been left abandoned, will be regenerated".

The consortium consists of London & Regional Holdings, which includes Livingstone Brothers (Richard and Ian Livingstone), with group net value assets of €5 billion; the Alpine Group, with Malta Hotels and Restaurants Association president Tony Zahra being one of its directors; Bonnici Brothers, a construction company owned by Emanuel Bonnici, John Bonnici and Mario Bonnici; Mizzi Holdings Ltd, owned by Maurice Mizzi, Brian Mizzi and Kenneth Mizzi; Michael Bianchi, who is an investor in various companies and is one of the directors of Airport Investment Ltd; Sea Estate Ltd, whose sole director is Joseph Eucharist Vella of Karkanja Ltd; Elma Ltd, whose directors are Dennis Baldacchino, who owns Tal-Magħtab Construction Ltd, and Charles Ellul, director of Elbros Construction Ltd.

What's next for the project?

Asked to comment on what the result of the deal would be in the case of it falling through, Cardona insisted that if that had to be the case, the Government would "try to start renegotiating with other bidders".

Asked what would happen if the current negotiations came to nothing, Minister Cardona replied that if this was the case, the Government "would try to re-open negotiations with other bidders".
