Clear goals and measures in the regulations establishing funds to be managed by all Member States are needed to ensure that the European Union reaches a situation where it is implementing what it pledges, MEP Miriam Dalli said on Tuesday.

She was speaking during the presentation of her report on a regulation that regulates the use of more than €10 billion on Migration and Asylum.

“The purpose of the Regulation being proposed by the European Commission is to have a budget that addresses the challenges and opportunities arising from migration, including the asylum system and social inclusion. Therefore, through this law, I want to ensure that European countries receive the necessary support, including for the measures they implement," Dalli said.

Miriam Dalli was selected to negotiate this law on behalf of the European Parliament. As rapporteur, she is highlighting five priorities: the principle of solidarity and fair sharing of responsibility, the strengthening of the Common European Asylum System, the creation of legal pathways, inclusive societies and a sustainable policy on the return of persons who do not have a right to stay in the EU.

During her presentation to the European Parliament’s committee on civil liberties, justice and home affairs (LIBE), Dalli stressed that irregular migration is a challenge that should not be shouldered by a few countries on their own. This is a common challenge for the European Union as a whole. "It is therefore important that, through this law, we recognise the different realities and do all that is possible to achieve the right balance between offering protection to those in need and supporting the Member States in implementing a fair migration policy."

In her report, MEP Dalli is proposing the introduction of minimum percentages that go towards the main objectives of the fund, to ensure that the Fund meets its goals.
