Application for 200 apartments in Birzebbuga to be decided on Thursday

An application to construct 200 apartments in Birzebbuga has been recommended for approval by the Planning Directorate’s case officer, and the Planning Authority Board is set to decide on the fate of the application this Thursday.

The application is for the construction of residential development with four floors and overlying receded floors, with three basement floors of parking and vehicular access through Triq Ghar Dalam, Triq Bourlemaque and Triq F.M. Ferreti.

The 200 apartments will comprise of 22 penthouses (between one to three bedrooms), in addition to 30 regular one-bedroom apartments, 83 regular two-bedroom apartments, 64 regular three-bedroom apartments and one regular four-bedroom apartments.

The project will create 15 parking spaces at street level, create an additional 84 parking spaces, in addition to 104 lock-up garages mostly for one car, and a few for two and three cars. The proposal will consist of three blocks, a larger one facing on Triq Ghar Dalam, Triq F.M. Ferretti and Triq Bourlemaque, a smaller one facing on the extended cul-de-sac from Triq l-Ghansar and a smaller one facing the internal road from Triq F.M. Ferretti. An outline development permit had been approved back in 2011

The site, covering an area of approximately 7,340m² consists of a vacant plot of land. In the vicinity of the site there is an archaeological site known as Ghar il-Friefett, which is an underground cave of ecological, geological, archaeological and scientific importance, and forms part of a greater area of archaeological and geological area which includes Ghar Dalam. This Cave is a Level 1 Area of Scientific Importance and a Grade B Area of Archaeological Importance. The central part of the site is abutting on a private garden whilst the development on the South-East is adjacent to third party vacant plot of land. The area opposite the site of Triq Ghar Dalam is a scheduled area known as Wied Dalam.

The case officer notes that, considering the residential zoning of the site, the proposed development is deemed acceptable in principle. A number of representations were made, with some complaining about the size of the development, the pollution and parking issues.
