The underfunded local councils ought to be given 10% of the car licence fees which they then spend on roadworks in the locality, suggested Opposition Whip David Agius speaking on the Adjournment this evening. Mr Agius said the country was watching to see if next week's Budget Speech announces extra funds for Parliament which will shortly be moving to the new House.Even Labour councillors - mayors Alfred Griscti and Joe Farrugia and deputy mayor Clayton Bartolo (Mellieha) have publicly complained local councils do not have enough funds. With government raking in €52 million from car licences, 10% would give local councils €5.2 million. Some councils do not have a fixed office: Valletta for instance faces the prospect of spending the year as Culture Capital of Europe without an office. The Attard and Balzan councils have similar problems. Others lack executive secretaries. Some do not have enough funds to be able to care for public gardens. And yet the Parliamentary Secretary for local councils spends his time writing articles about Moody's instead of focusing on these problems, Mr Agius said.
