Hungarian Prime Minister Viktor Orban says he will present a six-point plan for solving Europe's refugee crisis to EU leaders.
They include persuading Greece to hand over the defence of its borders to EU security forces; distinguishing genuine refugees from economic migrants outside the borders of Europe; all 28 EU member countries to agree a list of safe countries for migrants to be returned; and quotas for refugees to be applied globally, not just across the EU.
