Two Maltese men, aged 33 and 48 and resident in Xaghra, were charged before Magistrate Paul Coppini and accused of threatening to injure a Libyan man with hard objects.
The incident took place in St Francis Square on Sunday at 5pm, the police said in a statement.
The two men were also charged with being drunk in public, swearing and breaching public peace.
The 33-year-old was also accused of being in possession of a sharp instrument without police permit.
The two were released on bail and were ordered not to approach the Libyan man.
The prosecution was led by Inspector J. Gauci.
The police did not give the names of the two men.
