Independent candidate Arnold Cassola has written to the International Criminal Court to investigate former Prime Minister Joseph Muscat and former OPM Official Neville Gafa, over an alleged secret deal with Libya.

MaltaToday reported that Neville Gafà, in an interview,  said that Malta had a secret pact with Libya to stop migrant boats before they exited Libyan waters. The newspaper reports that "Gafà helped broker the controversial arrangement in the summer of 2018 on direct orders from the Office of the Prime Minister. He reportedly said that he used to receive information of boats departing from Libya and their coordinates from the Armed Forces of Malta and would relay this directly to the Libyan coastguard.

Cassola wrote to the International Criminal Court to investigate the matter, arguing that "this would be violating basic human rights and would constitute a serious breach in international law. If there were grounds for such breach, I ask you to investigate Mr Neville Gafa' and the former Prime Minister of Malta, Joseph Muscat, who allegedly entrusted Mr Gafa' with carrying out such breach."
