Jose Herrera and Manuel Mallia shared a brief comical moment as Finance Minister Edward Scicluna shared the budget for 2021.

At one point during Scicluna's two-hour speech, Herrera was seen walking into parliament just in-shot, and carressing Manuel Mallia's bare head, leaving Mallia wondering what had happened and Herrera smiling in amusement under his mask.
