Rosianne Cutajar proposes register of people with a history of domestic violence

PL MP Rosianne Cutajar called for the setting up of a registry of people with a history of domestic violence, where police can disclose information to women about their partner's domestic abuse history.

Speaking in parliament on Wednesday, Cutajar said that people have a right to know if their new partner is affiliated with this sort of abuse.

Cutajar cited 'Clare's Law,' a UK domestic violence disclosure scheme which was launched in 2014, allowing people to ask the police for information on their partner's criminal history.

The scheme also allows for police to inform people of their current or past partner's history of their own will should the person be in danger.

Cutajar referred to statistics which showed that over 500 domestic violence reports were filed in the first four months of 2022. She said that more needs to be done to address this issue.

Cutajar called for a change in the law, as well as action on what can be done for people to come forward to report their abusers, as many do not do so due to a lack of confidence that the system will deliver justice.

She said that trust in our courts must be regained, noting a court case reported by Times of Malta of a woman who was kicked, punched and held captive for several hours by her abuser. The aggressor admitted his actions; however nothing was done.

Cutajar emphasized on needing more reforms and change to the system.
