Antoine Borg, aged 23, from St Andrews, was charged with conspiring to commit a crime and assisting people to come to Malta illegally.
Presiding magistrate Jacqueline Padovani Grima denied the accused bail and remanded him in custody.
Inspector Mario Haber prosecuted and Dr Roberto Montalto and Dr Joseph Giglio appeared for the accused.
