MCA Publishes decision notice on accounting separation and publication of financial information by Maltapost plc

The Malta Communications Authority has published its decision notice with the title Accounting Separation and Publication of Financial Information by Maltapost plc.

This decision establishes the framework under which Maltapost plc will implement cost accounting systems and prepare

regulatory separated accounts.

The legal obligation for Maltapost to publish separated accounts is laid out in Article 23 and the Third Schedule of the Postal Services Act.

One of the main components of the Regulatory Framework for Postal Services is the establishment of principles governing transparency of accounting, in order to ensure that the services provided by Maltapost plc are based on the principles of cost orientation.

To achieve this objective, Maltapost is obliged to prepare (apart from the annual statutory financial statements) separated accounts that show the profit and loss of each individual service provided by Maltapost in a partially liberalised environment.

The regulatory accounts are usually based on the audited statutory financial statements of the company and will be used, among other things, to monitor and measure performance and support the price control process.
