What plan is the Animal Welfare Council going to put into action? So we need an Animal Welfare Council when anybody can come up with the idea of killing all strays.

We surely are a pathetic race to say yes to this barbaric plan. We have no right to kill these poor creatures. We should prosecute their owners not kill them. Some legislation we have. Creatures are dumb but we animal lovers are not!!
