Building New schools

The government is proposing the building of more schools, naturally from public funds and on land that is already at a premium.

If the Education Ministry is projecting the building of more schools, then obviously the ministry is certain that there will be enough teachers to cater for these schools.

Considering that the deficit will only be increased by these expenses and that more land will have to be utilised for these projects, wouldn’t it be more sensible to use the existing schools on a two shift basis, that is, starting from 8am say till 1pm and another shift till 6pm therefore using the existing schools for more than the few hours that they are used daily?
