The measures taken to plug the Lm50 million hole in the nation’s (or rather Enemalta’s) finances were necessary to balance the books – everyone agrees that the escalating price of oil was the main cause.
However, the economists who advised the government to follow the particular economic strategy which led to the surcharge must shoulder part of the blame. I accept that these economists did not deliberately set out to create this unwanted headache for the government, but “heads must roll” because of their incompetence, as the surcharge has left a bitter taste in everybody’s mouth.
