I stand to be corrected but I cannot recall the GWU, with Toni Zarb as General Secretary, organising a protest way back in 1997 when Alfred Sant increased the electricity / water prices close to, if not as much as, they are today.

Yet oil prices then were only a fraction of what oil prices are today!
