The Malta Communications Authority (MCA) yesterday published its final decision on the Consultation Paper issued in February 2006 on the minimum standards to be achieved for the protection of the integrity of mail by Maltapost plc and all other postal operators.
The obligations relating to mail integrity seek to minimise the exposure of postal articles to the risk of loss, theft, damage and/or interference, as well as minimise the risk of offences as outlined in the Postal Services Act.
Postal operators are required to ensure that their mail integrity policies and procedures meet or exceed the established minimum standards. The MCA will monitor compliance with these standards by taking a risk-based approach.
