‘Moviment Graffitti’ In favour of pension reform with reservations

Malta Independent Wednesday, 9 August 2006, 00:00 Last update: about 20 years ago

Moviment Graffitti has acknowledged the need for reform of the present pension system. However, it has pointed out that the effectiveness of such a reform, aimed at protecting the social interests of the present and future ageing generations, must be considered along with other progressive social changes in the economic system, particularly that of the labour market.

It said that any pension reform should help retired people receive a fair income that enables them to live a decent life.

At the same time, it should be one that leaves adequate leeway for those who wish to invest in a private pension scheme.

The movement declared that pension reforms cannot take place in isolation, but must include steps to increase the number of people in the labour market. More women should be encouraged to join the workforce, possibly through the creation of measures that encourage a healthy work life balance such as through more flexibility in the working environment as well as the creation of more childcare centres.

Moviment Graffiti said that emphasis should also be placed on addressing abuse with regard to tax evasion as well as the abuse of social security benefits, revenue from which could be utilised by the government to offer new benefits in the social sphere. Through such revenue, a common fund could be constructed to be used for pensions.

Moviment Graffitti said that increasing the age of retirement to 65 years should not be compulsory, and that people should be encouraged to avail themselves of such measures through fiscal incentives such as allowances and increments.
