I get the impression that the people keeping law and order in Malta are better at catching foreign wrongdoers than fellow Maltese citizens.

It seems to me that the police catch more foreigners trafficking drugs than Maltese, and that the court is harsher with foreigners.

It is often an item in the news that the Customs Department ferrets out illegal activity in containers awaiting transshipment but rarely do we hear of smuggled goods coming into Malta being intercepted.

Can someone enlighten me? Can someone correct my impression? Or maybe we Maltese can all sing together: Oh when the Saints Come Marching In...
