Parking Fines and tribunal petitions

May I propose that in order to expedite decisions at tribunal hearings, the respective authorities should allow members of the public to present their petition in writing (as they do in UK) to a commissioner of justice, thus avoiding the inconvenience of having to take a day off work and spend a whole afternoon at a tribunal hearing to present one’s case.

In other words, the petitioner may choose not to attend the tribunal hearing but send a written petition supported by other documents and so on by post. The commissioner of justice will then post his decision.
