In accordance with article 71 of the Education Act Cap. 327 of 2006, the National Commission for Higher Education has appointed Jacques Sciberras as the new chief executive officer for the Secretariat of the Commission. As CEO, Mr Sciberras shall set-up the Secretariat responsible for research, technical appraisal and executive support for the NCHE.

Mr Sciberras is an economic policy analyst specialised in different areas of social and entrepreneurial policy. He graduated in Economics in 1997 from the University of Malta, and as a Chevening Scholar obtained a Master’s degree in Economic and Social Policy Analysis in 1999 from the University of York, UK.

For the past three years, he has been an adviser in the Policy Unit of the Ministry of Education, Youth and Employment, and has contributed to various policies related to further and higher education.

Mr Sciberras is the deputy chairman of the Malta Government Scholarship Scheme Board, a member of the advisory Council of MCST, and was deputy chairman of the Interim Commission appointed to establish the NCHE on a permanent basis.

Mr Sciberras is a member of the team responsible for the Strategic Environmental Audits, a director of Air Networks Co. Limited, Malta BAN Limited, Economic Thinkers, a former associate with PricewaterhouseCoopers in London, and was president of AIESEC Malta.

Mr Sciberras will be operating from the offices of the Commission at the Old University building, St Paul’s Street, Valletta.
