Zejtun local council said a planned culvert in Triq Toni Zahra, which it had requested, would not be enough to eliminate flooding. The new culvert was expected to handle the water flow of three others but it was only an 80cm culvert, when the other three were all wider than that.
At present, the council said, garages and residences in the road were flooded whenever it rained heavily.
