I would like to draw the attention of all drivers to be extra careful when driving in the rain.

Too often, they seem to be oblivious to the people on the pavement, and drive past splashing water onto the poor pedestrians.

It is worse when the victims are schoolchildren who are on their way to school. Getting wet for them means staying wet all through the day, just because of some fool who thinks it is funny to go about splashing water over people.
