At first glance, the Justice scales above seem well balanced and the difference in the fines is not significant. However, when one examines the details of why the above penalties were imposed the difference is dramatic, not to say ridiculous.
The Lm100 was rightfully imposed on an individual caught smoking in a public place, while the Lm200 was imposed on a bus driver, for negligent driving resulting in the death, I repeat “DEATH”, of a Scottish tourist.
