The project was a mix of employment and training initiatives, all of which contributed to improving the employability of jobseekers and inactive persons through training and work exposure.

It consisted of four components, each targeting a different cohort of the population. The Basic Employment Training (BET) for school leavers provided training to improve the employability and adaptability of 242 young persons who finished compulsory education with no formal qualifications in 2006. In 2007, this scheme was re-introduced and another 160 early school leavers benefited from it.

Besides facilitating the integration of these young people in the labour market, the scheme provided them with skills necessary to engage in further education and training. As an incentive to participate in this programme, young people taking part were receiving an allowance of EUR23.29 (Lm10) weekly.

The programme syllabus covered a range of topics such as life skills, literacy, creative work, IT knowledge and familiarisation with employment regulations and the European Union. Another component of the project addressed the needs of young single mothers who were depending on social benefits. Most of these people were unemployed or inactive due to their lack of either work experience or basic skills. This scheme provided training and work placements aimed at encouraging the participants to permanently integrate in the labour market and reduce their dependency on state benefits. Eight participants have successfully completed this training programme and integrated in the labour market.

Another measure targeted for women consisted of a traineeship in care for the elderly. This programme provided employment and training opportunities for women who were inactive in the labour market. Seven women completed this programme and the employers, who provided them with on-the-job training, received financial assistance.

Finally, the Redeployment Scheme was designed to provide employment opportunities to workers whose job is at risk, those who were made redundant following a collective redundancy exercise, and those who are employed with the company which, through downsizing, may recruit the workers in another company within the same group in significantly different occupations.

The scheme facilitated the transition of 145 persons into new employment, thereby reducing the risk of persons being out of the labour market for a long period of time. Financial assistance and the provision of a specially designed training programme helped employers to take on persons from the target groups.
