Yes, that is very true.... personally I got used to scramble fast and first in order to get to the solitary bus waiting.
The "problem" seems to stem partly from the hordes of taxi drivers soliciting customers. They occupy practically all the precincts of the terminal.
The Gozo Ministry has no other option "and be frowned upon" and tell these gentlemen that commuters have their rights in their choice of transport and incidentally most of the time no bus tickets are issued either (I don't care actually) but tourists are left perplexed and suspicious. I have at times to explain 'smiling' to them 'that in Gozo things happen just like that' to my evident embarrassment. These things happen only in third world countries, if they do happen !
Time for the whole system to grow up. Growing up hurts. It can mean becoming unpopular. That is the price for credibility and respect, in a system...Tourism is volatile!
