Residents of Santa Marija Estate in Mellieha are puzzled!

They would like to know how the building, in the picture fits into a “low density predominantly bungalow/villa environment”, especially as this so-called “Garden Estate’ is subject to height restrictions and one habitable floor! What is it and is it out of place?

Maybe someone at Mepa can explain! Answers on a postcard please.
