Why not encourage local councils to ban disposal of cigarette butts on sandy beaches and/or within children’s playground/public parks?

The situation as it is today simply calls for this measure to be encouraged against a hefty fine. We were at Mellieha Bay a few days ago and at one point my two-year-old son picked up this litter left there by an inconsiderate person!

Shame on them!
