Smoking In public places

I have seen many letters in the press concerning smoking noting that despite smoking being illegal in enclosed places, especially bars, this has never been enforced and the same can be said regarding government departments.

How many times has someone gone to a government department and found everywhere smelling of cigarette smoke, including rooms where people are received? In many cases, even rooms where one can make a cup of tea or coffee are reserved for smokers.

The situation outdoors is even more serious than the one indoors because one finds people smoking everywhere, including on pavements, bus stops, bus stations, gardens (and when I say gardens I am also including those which are an extension of a reception hall), playing fields and even the seaside, where one normally goes for some fresh air.

What can a person with a respiratory condition do? Remain indoors? Because it seems that everywhere is out of bounds.
