Clarifying The Malta Resources Authority’s role

George M. Mangion quotes incorrect greenhouse gas (GHG) emissions targets in his article entitled “Mother Nature locks horns with climate change” (TMIS, 25 March). The emissions target for Malta has been set as a limitation of five per cent growth by 2020, compared to 2005 emission levels.

This Climate Change-Energy Package was adopted in December 2008. Malta has also become subject to quantified emission limitation targets for non-European Union emissions trading scheme (ETS) emissions.

Air quality and public health do not fall within the MRA’s remit; nor do environmental pollution issues.

The MRA is the regulator of energy, minerals and water resources in the Maltese Islands. It is also responsible for implementing the directives and laws related to climate change.

In collaboration with the Ministry for Resources and Rural Affairs, the MRA has the mandate to secure policy design and implementation, both nationally and internationally, which will result in adaptation to and mitigation against climate change.

The MRA is responsible to compile the national inventory for statements on GHG emissions and is the designated national authority for the United Nations Framework Convention on Climate Change.

The Authority also collaborates with the Ministry for Resources and Rural Affairs in its role not only to follow international fora both at global and European level but also to set up policies and conduct work so that Malta could meet its emissions targets and obligations.

The Climate Change Division within the MRA is also responsible to report on Malta’s remits, which bound the government to adopt and implement policies and measures under the EU environmental acquis that directly or indirectly lead to limitations or reductions of emissions of greenhouse gases.
