I refer to the letter entitled “The Public Service Management Code and the EU Charter of Human Rights” (TMIS, 25 March).

Mr Falzon quoted section 7.5 of the Public Service Management Code (PSMC) as prohibiting public officers from expressing their views to the media. Mr Falzon’s interpretation of the Public Service Management Code (PSMC) is erroneous both in substance and in sequence. For the benefit of your readers, the relevant updated PSMC section that addresses such matters is section 7.2.4.

Mr. Falzon also enquired whether a discrepancy exists between the EU Charter of Human Rights and the PSMC. Section 7.2.4 of the PSMC is in line with the fundamental right of freedom of expression.
