Last week, Dr Simon Busuttil blamed the failure to pass the Whistleblower’s Act, drafted in 2010 according to him, on the PL due to their opposition to Karl Mifsud Bonnici who drafted the proposal.

Dr Busuttil is in error on several counts.

First, Mr Bonnici lost the vote of confidence in 2012 because of Franco Debono. Between the draft and Mr Bonnici’s resignation over a year had passed – more than enough time to present it in Parliament. Besides, Mr Bonnici’s successor could have presented the measure. It was already drafted, so it would have been easy. Mr Bonnici could have still offered assistance after his resignation, just as Cachia Caruana did after his resignation. (Gee, and they wasted so much time in Parliament’s record holiday!!!)

Second, Dr Busuttil blamed the PN’s lack of majority in Parliament. So now he is admitting that the PN was dysfunctional – so why present a budget if you lacked a majority? Why didn’t the PN resign when it lost its majority? And remember, Dr Busuttil, the PL has always proposed and been in favour of the whistleblower’s act – in other words, if you presented the measure it would have been unanimous – if the PN really wanted to pass the law! As they say – together, anything is possible (except to pass an anti-corruption law!)
