Tottenham have made a £17m bid for Spain striker Roberto Soldado, The Dail Star reports
The 28-year-old Valencia star is under contract until 2017 and has a release clause of £26m.
But Spurs are confident they can get him for less as the Spanish club have financial problems.
Soldado was an unused substitute in Spain’s 3-0 Confederations Cup Final defeat to Brazil in Rio on Sunday night.
But he is hotly tipped to put pressure on Fernando Torres and David Villa for a starting spot at next summer’s World Cup.
Spurs boss Andre Villas-Boas wants to buy two strikers this summer and has offered Barcelona £10m for 31-year-old veteran Villa.
Tottenham midfielder Tom Huddlestone has emerged as a £5million target for Sunderland.

The London Evening Standard understands Spurs are willing to sell Huddlestone, 26, who joined them from Derby for £2.5m in 2005. He is set to fall down the pecking order next season with the imminent arrival of Paulinho from Corinthians for £17m.
Huddlestone played only a minor role under Andre Villas-Boas last term, making just 11 starts in the Premier League, and he admitted in April that he would have to leave to get more first-team football.
Sunderland manager Paolo Di Canio faces competition from a couple of other clubs, including newly promoted Hull, and it is believed the player’s wages could be an issue.
