Prime Minister Joseph Muscat yesterday said that he believed the cabinet shuffle was carried out at the right time.
He may very well be right. Parliament is rising for its Easter recess and the swearing in of the new President will be one of the final major government activities till the celebrations are over.
This will give time for the new ministers and parliamentary secretaries to settle into their new roles and start getting down to business.
Dr Muscat, however, was alluding at something else. Aside from the aspect that we highlighted, the Prime Minister meant that it was time for the axe to fall and for new people to roll their sleeves up and prove their worth. The PM has proved one thing, he will chop and change if he believes it is the right thing to do.
But now, it will indeed be time for the new blood to cut its teeth at the business of running the country. The one of on everyone’s lips, of course, is the appointment of Chris Fearn as parliamentary secretary for Health, which is being steered by Energy Minister Konrad Mizzi. Mr Mizzi is a manager, Dr Fearn is – well, a doctor. Dr Fearn has already given an indication of his commitment as a backbencher, where he worked to get a bill banning female genital mutilation pushed through. The big question mark, of course, is John Dalli and what his role will be in the new setup.
Owen Bonnici has been promoted to Justice Minister, with the added responsibilities of culture and local government. Dr Bonnici also, has proven his hunger, and has worked hard to get the promotion that he deserves. He is knowledgeable as well as a doer and we are sure that he will continue to make progress with the justice system.
Michael Farrugia is an old hand, one of the stalwarts of the Alfred Sant days. He will be heading the social policy ministry. His mild manners and can do attitude will serve the government in good stead.
Edward Zammit Lewis has been given the opportunity to shine as Tourism Minister – one of the boom ministries in Malta at the present. In the meantime, Karmenu Vella has stepped down pending his nomination for EU Commissioner.
Parliamentary Secretary Michael Falzon is taking over responsibility for planning and simplification of administrative procedures from Michael Farrugia.
Another newcomer is Parliamentary Secretary Justyne Caruana, who takes over responsibilities for the elderly and persons with disabilities.
Parliamentary Secretary Chris Agius is now responsible for sport, research and innovation. We will begin to see the results of the moving and shaking once the Easter recess is over.
