BRUSSELS - The European Union's executive is proposing a 315-billion euro ($380 billion) investment plan to boost the bloc's flagging economy, a scheme whose success will depend on leveraging 21 billion euros in guarantees and seed money to attract private funds.

GERMANY-UKRAINE

BERLIN - German Chancellor Angela Merkel says continued sanctions against Russia are "unavoidable" and that it will take "patience and perseverance" to end the crisis in Ukraine. Speaking to Parliament on Wednesday, Merkel said "nothing excuses or justifies Russia's annexation of Crimea and nothing excuses Russia's direct or indirect involvement in the fighting in Donetsk and Lugansk." 

GREECE-JOURNALISTS STRIKE

ATHENS, Greece - Greek journalists are on a 24-hour strike, pulling all newscasts off the air a day before a nationwide general strike against austerity measures. Radio and television stations were not broadcasting any news bulletins Wednesday, and current affairs websites were not being updated from 6 a.m. No Thursday newspapers will be published.
