ST. PETERSBURG, Russia — Russian President Vladimir Putin resurfaced Monday, looking healthy after a 10-day absence from public view. Kyrgyz President Almazbek Atanbayev, who met with Putin Monday in St. Petersburg's ornate Konstantin Palace, referred to the swirling rumors about Putin's condition, saying that the Russian leader is in good shape. Atanbayev said that Putin drove him around the palace's park before the talks, adding that "the president of Russia not only walks, but speeds around." 

FRANCE-SUBURBAN VIOLENCE

Roiling suspicions that French justice may not be colorblind are tested as two police officers go on trial for allegedly failing in their legal responsibility to help "people in danger" — notably two minority teenagers whose electrocution deaths in 2005 set off a three-week wave of rioting across France.

EU-ANDORRA-BANK-INTERVENTION

MADRID — A rush of withdrawals by clients of the Spanish unit of an Andorran bank accused of money laundering prompted government administrators to seek bankruptcy protection for the unit and the suspension of its operations, Spain's central bank said Monday. Banco de Madrid SA needs the protection granted by a judge following a "sharp deterioration" of its finances with "large withdrawals of clients' funds" after its parent company in Andorra was accused by the U.S. of helping groups from China, Russia and Venezuela launder money. 

RUSSIA-WAR-GAMES

MOSCOW — The Russian military on Monday launched sweeping military maneuvers in the Arctic and other areas, a show of force ordered by President Vladimir Putin amid spiraling tensions with the West over Ukraine. The five-day Arctic drills involving 38,000 servicemen, more than 50 surface ships and submarines and 110 aircraft are intended to check the readiness of Russia's Northern Fleet and the military's ability to deploy additional forces from central Russia. 

BRITAIN-SYRIA

LONDON — British police have released three teens on bail after their arrest for trying to travel to Syria to join the Islamic State group. The families of the boys — two 17-year-olds and one 19-year-old — alerted authorities when the teens failed to return from Friday prayers. Police alerted Turkish authorities, who intercepted the teens and returned them to Britain. 

GERMANY-GREECE

BERLIN — Greece's finance minister says a video apparently showing him raising his middle finger to Germany is fake. The video was shown on German television late Sunday during a political talk show in which Yanis Varoufakis had been invited to discuss Greece's debt woes and relations with Germany.
