Malta has already taken positive action to end child detention

I write with reference to the article entitled "UNHCR prepares action plan for Malta to stop detention of migrant children" (TMIS, 6 December). UNHCR appreciates that The Malta Independent gives due attention to important refugee protection issues, but in our view this article is misleading and hence requires some correction.

The wording quoted in the article relates to a global initiative launched by UNHCR (Global Strategy - Beyond Detention 2014-2019). This strategy identifies three main global goals, one of which is to end detention of children. Other goals relate to improving detention conditions and identifying viable alternatives. In a number of countries around the world, including in Malta, national action plans have been developed in order to achieve these goals.

While there are still challenges relating to the use of detention in this country, it is not correct to state that UNHCR is now preparing an "action plan for Malta to stop the detention of migrant children." Malta has in fact already taken positive action to end the detention of children. The intention with the national action plan is to further support the Maltese authorities in ensuring that the refugee reception system in this country is fully in line with international law standards.
