I think that the UN could improve its control on member states much more.

Instead of issuing a warning to a country, it should issue a warning to the Head of State, or the Prime Minister or the head of the army of the country in question depending on who is to blame for bad governance

Why should a whole country suffer sanctions and other measures that harm its reputation, economy and so on because of one individual?
