As the Minister responsible for social justice and social solidarity, it is my duty to ensure that social justice is achieved for everyone, even for drug addicts who may have made more than one mistake, and as a consequence of their addictions, they might also have ended up with criminal offences.

Recently, I visited Saint Mary’s Community at Ħal Farruġ, which is a residence that provides a rehabilitation programme for around 30 drug victims. During this visit one should not but praise the great work being carried out by the Aġenzija Sedqa, within the Foundation for Social Welfare Services (FSWS). In the recent months an extensive investment has been made in this facility, so much so that all rooms have been changed and modernised.

This residence offers three phases: The first is ‘Evaluation and Stability’. This is for those clients who have successfully completed the detoxification stage at Dar l-Impenn. During this stage, professionals can understand better the reason which led that person to fall victim of his or her addiction, from both a social and a biological point of view.

Then begins the therapeutic phase, where the main objective is to provide a positive environment where clients can learn to respect each other, as well as to observe the rules and understand the consequences of breaching them. During this period the clients also participate in therapy groups, whilst also continuing with individual therapy.

This period normally takes around two months and will eventually lead to the most important part: Community reintegration. During this phase, clients return to work, while at the same time continue to avail themselves to the facility. During this phase therapy continues to be given so as to further enhance the resilience of drug victims at such a critical stage.

The recent main infrastructural work carried out in this community was related to this last phase of rehabilitation. New furniture and accessories have replaced old furniture, and among other renovations, several bathrooms, a new kitchen and a new gym have been installed.

This Ministry will continue assisting all the organisations working in the field of addiction in order to ensure that the best possible service is provided. As a just society we are ready and willing to offer a second chance, however, on their part, the clients are duty bound to prove, that they are worthy of it.
