If the government really wants to remove cars from the roads it should start taxing car owners who do not have a garage. Or make them rent garage spaces and produce proof.

Any garage owner who testifies falsely that car owner B garages with them should be taken to court and fined heavily.

I have a car and a garage. I should be taxed less.

Anyone buying a car should also buy a garage if they do not already have one, or hire garage space.

Car owners who claim they own a garage or will be renting garage space, should produce proof.

Of course no government is going to do all that. Where votes are involved, political parties are gutless.
