Fr. Angelo was born in Naxxar on 15 October 1957 and entered the Franciscan Order on 2 October 1977 in the Maltese Province of Friars Minor, dedicated to St. Paul the Apostle.

On 10 October 1982 he made his Solemn Profession and on 29 June 1984 he was ordained priest. In 1985 he went as a missionary to Honduras, where he joined his Maltese Franciscan brothers in the Mission entrusted to the Immaculate Conception Province of New York.

Fr. Angelo was initially a vice-parish priest in Santa Anna (La Libertad) and then became parish priest of the parish of the Inmaculada Concepción of Aguanqueterique (La Paz).

Fr. Angelo is now Bishop of the diocese of Comayagua, succeeding Monsignor Roberto Camilleri OFM, who died on 17 October 2023.
