The Minister for Justice and Reform of the Construction Sector, Jonathan Attard, addressed the Annual General Meeting of the Malta Chamber of Construction Management (MCCM), an event that "celebrated the sector's growth and commitment to excellence," the ministry said in a statement Saturday.

In his speech, the Minister announced the establishment of a working group comprising MCCM, the Building and Construction Authority (BCA), and the Ministry to advance legislative proposals for the formal recognition of the Project Manager in the Built Environment.

This announcement follows a sector survey conducted by BCA with MCCM's support, which attracted 300 participants and confirmed the industry's readiness for formal recognition and regulation. The working group will align positions on the legislative proposal and prepare for consultation within the industry, reflecting the Government's commitment to creating a regulatory framework that supports excellence and innovation.

Minister Attard highlighted the "government's commitment to raising standards through investment, education, and regulation". He noted that next year's Budget will significantly increase funding for the sector, while initiatives such as the mandatory Construction Industry Skill Card and Malta's first National Building and Construction Codes will set clear benchmarks for safety, sustainability, and quality.

Education remains central to this vision, with the recent launch of the Diploma in Construction Management providing a structured pathway for professionals and students to acquire the skills required by modern construction practices, he said. The Minister emphasized that these reforms are part of a broader strategy to ensure competence and leadership become defining features of Malta's construction sector.

"These measures are part of a bold vision for a construction sector that is safe, sustainable, and innovative, aligned with Vision Malta 2050," the Minister concluded.

The MCCM represents construction project managers, warranted professionals, graduates, and students, providing CPD pathways, academic support, and international chartership opportunities. Through partnerships with global bodies such as the Chartered Institute of Building and the International Construction Project Management Association, MCCM continues to position Malta on the international construction stage.
